The tariff quota for grain exports outside the EAEU (Eurasian Economic Union) is 20 million tonnes in 2026, compared with 10.6 million tonnes a year earlier. It covers wheat and wheat–rye mixtures, barley and maize; the quota for rye is zero.
The Ministry of Agriculture allocated the main part among 213 companies (there were 219 in 2025). The largest shares went to “Grain Gates” — almost 3.5 million tonnes, “Aston” — 2.05 million tonnes, and “OZK Trading” — 1.12 million tonnes.
The mechanics matter for planning: from the beginning of the season until 14 February, exports are unrestricted; from 15 February to 30 June, the quota applies with a floating duty; and outside the quota, the rate is 50%, but no less than 100 euros per tonne — effectively prohibitive.
Practical conclusion: access to Russian grain at a normal price is not a matter of finding a seller, but of ensuring that the seller holds a quota. Applications for the following year are submitted in January.
