From 1 January 2026, all subsidies for food-sector and agricultural enterprises have been granted under new rules — on the basis of Presidential Decree No. PF-224 of 21 November 2025. Distribution was entrusted to the newly established Agricultural Sector Payments Agency under the Ministry of Agriculture: the function has been separated into an independent structure with specialised responsibility.
The volume of support for 2026 amounts to 35 trillion soums and constitutes one of the largest packages for the industry in recent years. Funds are directed towards modernising cotton farming, supporting grain production, and implementing technology. A key innovation is a subsidy for farms amounting to 10% of the harvest if the grain was produced from their own funds; the scheme replicates a mechanism previously tested in cotton farming.
A separate package was introduced for potato producers: annual loans at 12% with a six-month grace period for fertilisers, machinery, and fuel, a guarantee for half of the loan amount, and reimbursement of 50% of the cost of installing solar panels for pumps.
What does this mean in practice?
The combination of an increased budget, a zero VAT rate while retaining the refund of input tax on fertilisers, and preferential lending makes the Uzbek farmer a more solvent purchaser of agrochemicals than a year earlier. At the same time, a single payments agency means new procedures — entities that built cooperation around the previous system will have to redesign their document flow.
